SPCC Compliance - Kansas Essential Fuels Supply Act
The Kansas Essential Fuels Supply Act (House Bill 2756), PMCA sponsored legislation, was passed during the 2006 session of the Kansas Legislature.  The bill will assist Kansas aboveground tank owners and bulk plant owners in complying with federal Spill Prevention Control and Countermeasure (SPCC) regulations by providing reimbursement for the upgrading or permanent closure of tanks.  The new fund created by the act allows for reimbursement of up to 90% of the costs (with a maximum of $25,000 per facility) for meeting the SPCC regulations. Monies for the Kansas Essential Fuels Supply Trust Fund are provided by the same environmental assurance fee that funds the Kansas Underground Storage Tank Fund and the Kansas Aboveground Storge Tank Fund programs.

Please contact PMCA for Trust Fund Application Forms.
