Kansas Retailer Meth Watch Program
PMCA is proud to be a
founding member of Kansas Retailer Meth Watch Program. The program is
administered by the Kansas Department of Health and Environment and is
aimed at halting the illegal production of methamphetamine in
clandestine labs across the state. The Kansas program has become a
national model for other states. Since "meth" is produced by using
products readily available in retail, convenience and grocery stores,
the Kansas Retailer Meth Watch Program is designed to limit the
accessibility of products containing ephedrine and pseudoephedrine, the
critical components of "meth." The Meth Watch Program provides employee
and management training, signage to let customers know the
participating retailer is taking steps to reduce the production of
methamphetamine, tips on product placement to deter theft, and a close
working relationship with local law enforcement agencies. For more
information on the Kansas Retailer Meth Watch Program or to obtain Meth
Watch materials, contact: Kansas Department of Health and Environment
-- 785.368.7301 or fax -- 785.296.4823.
PMOCO - Spirit Brand
In the wake of recent mergers
and consolidations by refiner-suppliers, PMOCO was created. This new
private brand, Spirit, is available to qualifying members of the
Petroleum Marketers Association of America's 42 state associations.
PMAA also has an agreement with Paymentech, a national credit card
processing company, to work with Spirit marketers in processing their
credit card transactions at low rates. For more information on PMOCO
Spirit brand or Paymentech, check the Spirit website at www.pmoco.com.
D.E.T.E.R. Crime Prevention Program
Dedicated to Encouragement of Tips, Education and Rewards
This innovative not-for-profit program,
developed by PMCA and endorsed by the Kansas Bureau of Investigation,
the Kansas Highway Patrol and over 60 other law enforcement agencies in
Kansas, provides rewards for information leading to arrests in service
station or c-store robberies. D.E.T.E.R. utilizes a three-part approach
to fighting crime by encouraging tips, by educating members of the
convenience store and gasoline station industry about crime prevention
techniques, and by providing rewards for informants. D.E.T.E.R. works
with Crime Stoppers chapters and local law enforcement units. For more
information, contact PMCA at 785.233.9655.
Holiday Highways Safety Program
Each year, during the
period of time between Christmas and New Year's Day, members of PMCA of
Kansas contribute free fill-ups of gasoline to local Kansas Highway
Patrol troopers. The extra fuel allows troopers to increase patrol time
during this period of heavy holiday traffic. The PMCA Holiday Highways
Safety Program will celebrate its 18th anniversary in 2008. PMCA
members have donated nearly 45,000 gallons of gasoline to the program
since its inception. The 2004 PMCA Holiday Highways Safety Program was
selected as the recipient of the Kansas Society of Association
Executives (KSAE) Community Service Award for Outstanding Community
Project.
GASPAC
PMCA's political action committee, GASPAC, raises funds which are used to provide contributions to candidates campaigning for the Kansas Legislature. Two major fund raising events for GASPAC are the Auction and Golf Tournament held each spring. All proceeds from the events are used as contributions to worthy legislative candidates.
Tank Management Services, Inc.
TMS,PMCA's
wholly-owned subsidiary, provides a complete line of services to help
tank owners with UST/AST compliance: leak detection for USTs, inventory
control training, risk management and loss control and tank audits. TMS
also specializes in environmental areas such as real estate
environmental site assessments, environmental audits, training classes,
and soil and water sampling. TMS also provides motor fuel tax filers
with electronic date interchange (EDI) for filing returns with the
Kansas Department of Revenue.
Education
Throughout the year, PMCA sponsors
educational programs that provide members with information and training
in a variety of areas such as employment issues, hazardous materials
transportation, commercial drivers license, financial planning, state
and store security, alcohol and tobacco sales, in addition to
regulatory-specific seminars (i.e. tax changes). During the annual
district meetings each fall, PMCA takes to the Kansas highways with a
series of member forums across the state. A legislative briefing is the
major agenda item at each district meeting. Seminars and workshops are
also held during the annual convention each September and at the PACE
exposition each February.
Regulatory Guidance/Representation
PMCA of Kansas maintains close lines of
communication with the many state and federal regulatory agencies which
have a direct impact on the business operations of members. Members
rely on PMCA publications and announcements to keep them abreast of
compliance issues. Staff members also welcome phone or e-mail
inquiries concerning regulatory compliance.
Legislative Representation
PMCA's lobbyists are actively monitoring and
commenting on proposed legislation during the 90-day session of the
Kansas Legislature and during any interim hearings at other times of
the year. PMCA's lobbying efforts often have a gras roots foundation,
with members offering testimony or participating in calling/email
campaigns to legislators. PMCA members are represented on the federal
level by the Petroleum Marketers Association of America, a federation
of state petroleum marketer associations. PMAA monitors legislative and
regulatory activity in Washington, D.C., and maintains a strong
lobbying presence for the nation's petroleum marketers.
Supplies, Forms
PMCA stocks labels, decals
and stickers, as well as various tax, compliance and registration
forms. PMCA attempts to locate and fill any requests for special decals
or labels.

health and cancer coverage are available to PMCA members through the
association's arrangements with a number of insurance carriers. PMCA
insurance trustees seek to obtain the best coverage at the best
price.
